Title: Chief of Facilities Management
Reports to: Chief Operating Officer
Job Class: Exempt
Purpose: To provide efficient and effective management of DSWA’s operating facilities.
Duties:
  • The Chief of Facilities Management is responsible for overseeing the management of the DSWA’s operating facilities on a daily basis. The Managers of the Northern, Central and Southern Divisions will report directly to the Chief of Facilities Management; responsibilities include review and approval of budget expenditures, input and decision on the design aspects of the operating facilities, coordination with Managers and preparation of annual fiscal operating budgets, coordination and administration of facility operating contracts and sub-contracts, provides input on policies of the DSWA relating to operations and facilities management; responsible for assuring compliance with facility permits, and improving efficiency of operations and efforts to minimize costs.
Qualifications: Four (4) year accredited bachelor’s degree in chemical, mechanical, civil, or environmental engineering or related field, and a minimum of ten (10) years of recognized experience in facilities management of landfills or similar systems of which five (5) years of supervisory experience shall be included. Ability to work independently, make decisions readily and timely, computer skills, oral and written communications skills, and interpersonal skills are required and essential to the position. Must possess a valid Delaware Professional Engineer’s License or obtain one during the probationary period. Must possess MOLO certification as a Manager of Landfill or Manager of Transfer Stations as awarded by SWANA or obtain during the probationary period. Must possess a Board Certified Environmental Engineer Certification as awarded by AAEE or obtain during the probationary period.
